PDF24 is a good toolkit and it has been free for a long time. But it is not one product — it is two, and which one you can have depends on your operating system. That split alone explains why Mac and Linux users go looking for an alternative.
PDF24 is really two products
- PDF24 Tools — the online tools. They run in the browser on Windows, Mac, Linux and phones. Free, no account, no restrictions. But your files are uploaded to PDF24's servers to be processed; in their own words, "all files are completely removed from our servers after a short time".
- PDF24 Creator — the installed version. It offers the same tools offline, so nothing is uploaded. It exists for Windows only.
PDF24's own site says it plainly: if you prefer to work offline, install the Creator. The catch is that this advice only applies to Windows users.
What happens on Mac, Linux and Android
There is no Creator on those systems. What remains is the online tools — the option where your file is uploaded. The choice a Windows user has, "keep my document on my machine", simply is not offered elsewhere.
For a receipt this does not matter. For a contract, a copy of an ID, a medical report or a client's paperwork it does — and there is no good reason to accept a different level of privacy because of which laptop you bought.
What PDF24 genuinely does well
For the comparison to be worth anything: PDF24 has real strengths, and you should know what you would be giving up.
- The online tools are completely free, need no account and impose no daily cap.
- On Windows, Creator is a proper desktop application — it works offline and integrates with the system.
- A mature, broad toolkit that has been around for years.
If you are on Windows and do not mind installing Creator, you may not need an alternative at all.
How the gap closes
PDF Platform combines Creator's privacy with Tools' platform independence: it runs in the browser, so Mac, Linux, Windows and phones are all the same; and page operations happen on your device, so nothing is uploaded.
- On-device (nothing uploaded): merge, split, rotate, crop, delete and reorder pages, image-to-PDF, signing and annotation.
- Server-side: Word/Excel/PowerPoint conversion, OCR, compression and the AI tools. These are beyond what a browser can do; each tool's page says which is which.
Testing the claim takes thirty seconds: open the merge tool, disconnect from the internet, run the merge. If it completes, your file is not going anywhere.
What is free
Let us be equally clear here, because PDF24's online tools being free without limits is a serious advantage:
- The on-device tools are free, unlimited and need no account (up to 80 MB per file). No watermark is added to the output.
- Tools that need a server (conversion, OCR) come with a small daily allowance on the free plan; more is on the paid plans.
So if your work is page editing, the free side is unlimited for you too. For conversion and OCR it is not — choose knowing that.

Which should you pick?
- On Windows and happy to install software: PDF24 Creator already works offline — stay where you are.
- On Mac, Linux or Android with a sensitive document: pick a browser-based tool that does not upload.
- If the job is conversion or OCR: both send the file to a server. Here the choice is about whose server you trust — and if you want unlimited free use, PDF24 is strong.
- On a locked-down work computer where you cannot install anything: a browser-based tool is the only option anyway.
